HUBBS, P.ELEI DIRECTOR OF UTILITY <br />FROM: MICHAEL C. HOTCHKISS, P.E. %%I/t- <br />ENVIRONMENTAL ENGINEER <br />SUBJECT: MASTER PLANNING CONSULTANT <br />RFP #9037 <br />The Department of Utility Services requires the services of a registered professional engineer to <br />serve as the Master Planning Consultant engineer of record on a regular basis. These services are <br />needed to address the following at a minimum: <br />1. Corridor analysis <br />2. Regulatory constraints implemented since previous plans completed <br />3. Review time and trigger events for capital project implementation <br />4. Capital costs to reflect 1997/1998 costs <br />5. Land use changes/population projections <br />6. Hydraulic modeling for water and sewer systems <br />Brown & Caldwell has been the Utility master planning engineering consultant for the past six <br />years. In an effort to update the existing Master Plan, the Department of Utility Services issued a <br />Request for Proposals to qualified firms. The RFP was issued in December with a response <br />deadline of 2:00 p.m., January 19, 1999. The following firms fully and adequately responded: <br />1. Boyle Engineering <br />2. Lindahl, Browning, Ferrari, Hellstrom, Inc. <br />3. Philip Utilities <br />4. Camp, Dresser & McKee <br />5. Brown & Caldwell <br />6. Montgomery Watson <br />7. Hartman & Associates <br />8. Post, Buckley, Schuh & Jernigan, Inc. <br />The selection Committee consisting of the below listed County sta$ reviewed the responses <br />from the eight firms and on February 12, 1999 short-listed the above referenced eight to the <br />below referenced four firms for interview: <br />Selection Committee Members <br />1.
