Chandler, County Administrator <br />FROM: Doug Wright, Director <br />Emergency Services <br />DATE: March 10, 1999 <br />SUBJECT: Request from the Vero Beach Police Department for 9-1-1 Surcharge Funds to Purchase <br />Three Replacement Computer Aided Dispatch (CAD) Monitors <br />On March 9, 1999, a request was received from the Vero Beach Police Department requesting funding <br />from the 9-1-1 Surcharge Revenue to replace three 21" Computer Aided Dispatch (CAD) monitors for <br />the 9-1-1 Secondary Public Safety Answering Point (PSAP) at the Vero Beach Police Department. <br />Pursuant to Chapter 365.171, Florida Statutes, Indian River County imposes at 9-1-1 fee which is paid <br />by local subscribers, on an individual access line basis, at a rate of $.50 per month per line up to a <br />maximum of 25 access lines per account bill rendered within the boundaries of the County to be used <br />for 9-1-1 expenditures. The surcharge fee is not assessed on pay telephones in the County. <br />The revenue from the 9-1-1 fee imposed in the County does not provide the total funding for the <br />primary PSAP located at the Sheriff's Department or the secondary PSAP located at the Vero Beach <br />Police Department. Expenditure of the funds is limited to functions of database management, call <br />taking, location verification, call transfer, certain types of equipment and equipment maintenance, and <br />specific personnel expenses as noted in the referenced statute in Section #6. <br />Replacement of the CAD monitors is an allowable expense of the 9-1-1 Surcharge revenue. The <br />replacement monitors were not included in the current fiscal year budget, however, sufficient funds are <br />available in the contingency account of the Communications Center (120-133) budget to accommodate <br />the Vero Beach Police Department request. <br />MARCH 23, 1999 <br />39 <br />BOOK IA PAGE 773 <br />
