She felt the State <br />had bent over as far as possible without violating the statute. <br />'Vince Bruno, representing the Simpson seawall, appreciated the efforts of DEP and <br />the Commission. He felt it was getting close to resolution of the matter, but in an effort to <br />try to conserve some money for the homeowners, he asked that, since there has been a <br />vulnerability study done on the properties to the north and south, whether these studies <br />would be acceptable. <br />Mr. Adelson explained by using the analogy that a building permit on one property <br />does not allow his neighbor to also build. He again stated that his office would be as <br />responsive as possible but could not give a time line, that it was up to the County to <br />determine how quickly the process would go forward. DEP is ready to get behind how the <br />County wants to do this overall county plan instead of having individuals apply for permits. <br />He hoped that this would be the beginning of how DEP would be doing business in the <br />county by all agreeing under the HCP process. <br />Commissioner Adams committed on behalf of herself and staff to move forward as <br />quickly as possible. She recounted that they had been working on it since November. <br />MOTION WAS MADE by Commissioner Adams, SECONDED <br />BY Commissioner Tippin, to accept the $100,000 limit as <br />proposed by the FDEP along with the backup letter additional <br />amendment, if necessary. <br />Commissioner Ginn wanted the people to know that she was on their side and that she <br />will carefully watch this and, if necessary, call a press conference on the steps of the Capital <br />in Tallahassee if the process does not move forward and if the commitments are not kept. <br />Commissioner Tippin thought it was very refreshing to see the changes happening in <br />Tallahassee. He was encouraged that it was an effort of how we (County and State) can <br />work together to accomplish a particular goal. He appreciated Mr. Adelson coming to Indian <br />River County to work this out. <br />Commissioner Stanbridge felt very good about this because we will now be able to <br />proceed with beach restoration with the HCP which will save us a tremendous amount of <br />time and money. <br />MARCH 23, 1999 <br />61 <br />BOOK 1U ;_ FACE 7]5 <br />
