McCoy, AICP <br />Senior Planner, Current Development <br />DATE: March 29, 1999 <br />SUBJECT: Kennedy Groves, Inc.'s Request for Final Plat Approval for Old Orchid Phase <br />I Planned Development <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of April 6, 1999. <br />Old Orchid PD is a 39.17 acre 136 unit single-family PD approved in 2 phases. The project is <br />located at the northeast comer of Jungle Trail and CR 510, and is approved at a density of 3.59 units <br />per acre. Phase I of the Old Orchid PD consists of 39 single family lots and 8 tracts on a 15.64 acre <br />portion of the overall project. The tracts will be used for landscape improvements, recreation <br />amenities, right-of-way, and stormwater management <br />At its regular meeting of May 14,1998, the Planning and Zoning Commission granted preliminary <br />plat approval for the Phase I subdivision. Subsequently, a land development permit was issued, and <br />the developer has constructed most of the required improvements. The developer is now proposing <br />to bond -out for the remainder of the required improvements. The owner, Kennedy Groves, Inc., <br />through its agent Knight, McGuire & Associates, Inc., is now requesting final plat approval and has <br />submitted the following: <br />1. A final plat for Phase I in conformance with the approved preliminary plat for Phase I. <br />2. A cost estimate for the remaining required subdivision improvements. <br />3. Contracts for construction of the remaining required subdivision improvements; internal <br />sidewalks will be bonded separately. <br />4. A letter of credit to guarantee construction of the remaining required improvements. <br />At this time, most of the required subdivision improvements have been completed Generally, all <br />of the utilities, drainage and road construction is complete, while some of the electrical work, <br />landscaping, signage and final paving work needs to be completed A contract for construction of <br />all of the remaining required subdivision improvements, along with a letter of credit to secure the <br />contract, has been submitted by the applicant. Both the county engineering division and the utility <br />services department have approved the cost estimate and have verified that the letter of credit amount <br />is adequate to cover the estimated cost of the remaining required improvements.
