Chandler, County Administrator <br />Doug Wright, Emergency Services Director I <br />Tom Frame, General Services Director <br />FROM: Fran Boynton -Powell, Purchasing Manag <br />4f <br />SUBJECT: Re -Award of the four (4) Type III Ambulances for <br />Emergency Services Ambulance Division <br />BACKGROUND INFORMATION <br />On October 6, 1998 the Board authorized the purchase of four (4) Type III ambulances from <br />National Ambulance Builders in Orlando, Florida. Units were to be delivered within 60 to 90 <br />days after receipt of a purchase order. Due to non performance and extended delivery delays as <br />outlined in the department's memorandum of March 18, 1999 (Exhibit A), purchase order <br />number 86735 was cancelled <br />ANALYSIS <br />Due to the critical need for these replacement units, staff looked into the possibility of <br />piggybacking an existing bid for Type III ambulances awarded within the State of Florida. The <br />Town of Indian River Shores formally awarded their bid for a Type III Ambulance on October <br />22, 1998 to Wheeled Coach Inc. of Wmter Park, Florida. (Exhibit B) This unit has a shorter <br />wheelbase and the patient box specifications are somewhat different but these ambulances can be <br />utilized by the EMS Division without any difficulty. Wheeled Coach has four units in stock at <br />their plant in Kansas and can make delivery within 12-14 working days from the date of their <br />arrival in Florida. (Exhibit C) The base purchase price for this unit off the Indian River Shores <br />bid is $75,781 but with modifications to the vehicle specifications and proposed trade-ins, it is <br />anticipated that the cost to Indian River County to be less. <br />REC01VA1ENDATION <br />Staff requests authorization to piggyback the Indian River Shores bid awarded on October 22, <br />1998 for the purchase of four (4) Type III ambulances from Wheeled Coach Inc. of Winter Park, <br />Florida at a unit cost not to exceed $75,781. Upon approval by the Board, a purchase order will <br />be issued. <br />APRIL 69 1999 <br />
