12. Traffic Circulation: The project will be accessed from SRA 1 A by an internal roadway that <br />will serve as the main east1west road for the development. Cul-de-sacs and loop roads will <br />branch north and south off the main road and will provide access to proposed individual lots <br />and multi -family buildings. All of these proposed roads will be private. <br />A traffic impact analysis has been submitted by the applicant and approved by the county <br />Traffic Engineering division. The analysis indicates that a northbound left turn lane and <br />southbound right -tum lane are required improvements on SR A 1-A at the proposed project <br />entrance. These improvements are depicted on the plans and will need to be constructed <br />prior to the issuance of any certificate of occupancy. <br />The applicant is proposing to use Jungle Trail to access a circular drive and gazebo on the <br />5.24 acre portion of the project located west of Jungle Trail. That site will have a low <br />intensity, passive recreation use that is looted outside of the 2.31 acre estuarine wetland <br />area that is to be preserved. Due to the low trip generation/attraction characteristics of the <br />proposed passive recreation area, staff has no objections to use of Jungle Trail to access the <br />site. No other access alternatives exist. <br />13. Dedication and Improvements: <br />Emergency Access: The applicant depicts an emergency access point in the <br />southwest corner of the development. That access will connect the internal project <br />roadway system to the existing north beach water treatment plant road, which is <br />paved and runs from the county's water treatment plant to Jungle Trail along the <br />western two-thirds of the project's south property line. Final location and <br />construction details of the emergency access point will need to be approved by the <br />Department of Emergency Services prior to the issuance of a land development <br />pest. <br />SR A -1-A Pedestrian Path: The Florida Department of Transportation recently <br />completed a pedestrian path along this project's SR A -1-A frontage. Therefore, the <br />developer has no responsibility for this improvement. <br />14. Pedestrian Circulation: The project will have internal sidewalks to provide pedestrian access <br />within the project. This system will also connect to the SR A -1-A pedestrian path and to <br />Jungle Trail. Also, an off-site pedestrian path for project residents will be provided to the <br />beach, via the project's deeded beach access. <br />15. Utilities: County water and wastewater services are available to the site, and connection is <br />required. The project will connect to county water and wastewater services. These utility <br />provisions have been approved by the county Utility Services and Environmental Health <br />departments. <br />16. Street Names: The applicant is proposing the use of street names. This is subject to review <br />and approval by the planning staff in accordance with Chapter 951 requirements. Staff has <br />no objection to the use of names, which is customary on the barrier island and is specifically <br />allowed on the barrier island by section 951.05(4) of the county's land development <br />regulations. <br />17.
