Senior Planner John McCoy reviewed the memorandum and discussed the <br />archaeological issues and Jungle Trail alignment. The right-of-way swap with Florida Land <br />Company occurred but the shoreline was never stabilized. The Historical Resources <br />Advisory Committee is recommending that the County give back the upland right-of-way but <br />this solution does not address the riparian rights nor the shoreline stabilization. <br />Commissioner Ginn questioned the multi -family building on the west side closest to <br />the river, and Mr. McCoy advised that the conceptual plan calls for 3 living floors with an <br />underground garage, all of which meet the 35 -foot height limit. <br />Commissioner Ginn felt the building was too close to the river. <br />Commissioner Stanbridge questioned whether there were any plans for docks and <br />noted that the archeological report was very poor. <br />Commissioner Ginn then questioned the turnaround and gazebo west of Jungle Trail <br />and, after discussion, staff was directed to add a condition that traffic west of Jungle Trail <br />could only be by foot, with no vehicles allowed. <br />Commissioner Ginn then questioned the stormwater drainage into the Indian River, <br />and Community Development Director Bob Keating advised that stormwater will first drain <br />into the lake and then SJRWMD allows outfall to the river in storms of great magnitude. <br />Commissioner Stanbridge noted that there are quite a few environmentally sensitive <br />sites in this area and felt that it would be critical that these sites be protected. <br />The Chairman opened the public hearing and asked if anyone wished to be heard <br />regarding this matter. <br />John Genoni, 3410 Harbor City Boulevard, Melbourne, commented regarding some <br />of the issues. He noted that two-thirds of the site is dedicated to single-family housing and <br />that there is a 25 -foot buffer around the entire site. All of the interior roads have green <br />buffers in the rear of all lots. Regarding the archeologist's report, most of those resources <br />are located on the west side of the property and there will be no development in that area. <br />The Chairman asked if anyone else wished to be heard regarding this matter.
