Thompson, P. <br />Capital Projects Manager <br />SUBJECT: Kings Highway Improvements <br />Professional Construction Testing Services <br />Amendment No.1 <br />DATE: April 12, 1999 <br />Estimating the cost of construction oversight and testing services required for a project is <br />difficult because of uncertainties associated with the contractors construction sequencing, <br />work duration, quality of work and quality of materials. Several incidents have arisen on <br />this project that have required additional testing and engineering services beyond those <br />originally budgeted. <br />The first incident arose when the contractor disputed the suitability of the on-site select fill. <br />Resolving this dispute required additional engineering, supplemental soil borings and <br />laboratory testing. <br />The second incident involved an unsuitable soil issue with regard to utility backfill material. <br />This situation required on-site observation on a nearly full-time basis during underground <br />utility work to identify soils considered to be unsuitable. <br />A third condition that resulted in the expenditure of additional time and budget was the <br />installation of piling on the west side of the 5e Avenue Bridge. Due to the presence of <br />overhead power lines, the contractor had to use two different pile driving systems. This <br />required additional test piles and an engineering analysis. <br />The current "Not-to-Exceecr budget of the Construction Testing Services Agreement with <br />Dunkelberger Engineering and Testing, Inc. is $95,000.00. Because of the factors <br />explained above, the estimated additional budget needed for testing services on this <br />project is $57,000.00 for a total of $152,000.00. <br />The original Agreement contains unit prices for the specific services to be provided. <br />Compensation is on a unit price basis for actual amount of testing provided up to a total <br />"Not -to -Exceed° budget. <br />APRIL 20, 1999 <br />-50- <br />0 0 <br />
