impact fee ordinance. As structured, the scope of services required the consultant to analyze and <br />make recommendations on the following issues: <br />• reducing the number of benefit districts; <br />• updating the projected cost of all capacity -producing roadway improvement projects <br />programmed through the year 2020; <br />• reassessing the credit component of the traffic impact fee formula; <br />• updating the land use categories in the traffic impact fee schedule as well as updating <br />the schedule itself; and <br />• revising the individual assessment process. <br />From mid-1997 to late -1998, the consultant analyzed these and other aspects of the traffic impact <br />fee ordinance. Throughout this process, the consultant presented interim recommendations to the <br />MPO Technical Advisory Committee (TAC) and the MPO Citizen Advisory Committee(CAC). <br />Those recommendations were then modified based on feedback received from the TAC, CAC, and <br />from MPO staff. <br />On three occasions, the proposed revised Traffic Impact Fee Ordinance and Development Policies <br />were presented to the MPO for its review. At its December 9, 1998 meeting, the MPO voted 6 to <br />1 to recommend that the Board of County Commissioners (BCC) adopt the revised Traffic Impact <br />Fee Ordinance and Development Policies. <br />Traffic Impact Fee Study Summary <br />As part of his contract, the traffic impact fee consultant prepared three documents. A final report <br />(Attachment 1) was prepared which analyzes traffic impact fee issues and makes recommendations <br />for traffic impact fee ordinance changes. A revised ordinance (Chapter 953 Fairshare Roadway <br />Improvements of the county's Land Development Regulations (Attachment 2)) was prepared based <br />on the recommendations of the final report. This ordinance is in an underline and st-keep format, <br />with underlines identifying additions to the chapter and sikeews identifying deletions to the <br />chapter. Finally, a revised copy of the county's Fairshare Roadway Improvements Development <br />Policies (Attachment 3) was prepared based on the recommendations of the final report. This <br />document uses the same underline/strikeout format that was used in the revised Chapter 953 <br />document. <br />The consultant's final report addresses all of the major components of the county's traffic impact fee <br />program. As currently structured, the major components of the traffic impact fee program include: <br />► the benefit districts in which collected fees must be expended; <br />► the formula used to calculate the traffic impact fee rate for different land uses; <br />► the value of each variable in the formula; <br />► the traffic impact fee payment schedule; and <br />► the actual traffic impact fee ordinance and accompanying development policies. <br />Benefit Districts <br />Based on a review of the current traffic impact fee benefit districts map, as depicted in Figure 1, the <br />report concluded that the number of traffic impact fee benefit districts covering Indian River County <br />should be reduced from the current nine districts to three districts. Figure 2 illustrates the proposed <br />geographic boundaries of the three proposed benefit districts.
