BOOK ` PAGE..��� <br />County Attorney Vitunac pointed out that Mr. Zorc could come back at any time prior <br />to the effective date of the new ordinance and use the current lower rate. <br />Chairman Macht asked Director Keating to explain how the trip numbers in the study <br />were collected. <br />Director Keating advised that the figures were averages and not gathered in our <br />county because of time and cost. He felt confident, however, with the consultant's reports; <br />Indian River County is different from other areas, but not unique. <br />Commissioner Tippin was impressed with the consultant, found some humor in <br />statistics from an economic study done in Hillsborough County, and recalled an interesting <br />book he had read titled "How to Lie on Statistics". <br />MOTION WAS MADE by Commissioner Tippm, SECONDED <br />BY Vice Chairman Adams, to adopt the ordinance, change the <br />effective date to 6 -months from now, and approve at least an <br />additional 3 cents optional gas tax. <br />Under discussion, Director Keating confirmed Vice Chairman Adams' understanding <br />that it would be necessary to redo all the calculations and go back to the municipalities for <br />their approval. <br />Commissioner Tippin WITHDREW HIS MOTION; Vice <br />Chairman Adams WITHDREW HER SECOND. <br />Commissioner Ginn thought Mr. Zorc and Ms. Robinson had some persuasive <br />arguments; however, she felt growth needs to pay for itself and did not wish to delay the <br />process further. <br />MOTION WAS MADE by Commissioner Ginn, SECONDED <br />BY Vice Chairman Adams, to adopt the revised Traffic Impact <br />Fee Ordinance and Development Policies, as presented by staff. <br />Ordinance shall have an effective date of October 1, 1999. <br />Under discussion, Vice Chairman Adams asked if they should give any consideration <br />or request an additional study on the optional gas tax. <br />MAY 119 1999 <br />38 <br />0 0 <br />
