• <br />Commissioner Ginn thought that a good idea, that perhaps they would want to split <br />the tax, say 2-1/2 cents, just to see what it would do, but did not like the idea of additional <br />gas taxes for people who live here now. She thought the study should be left to the <br />Metropolitan Planning Organization (MPO). <br />Commissioner Stanbridge agreed and thought use of additional taxes on gasoline <br />should be re-evaluated to see how much money would be generated. <br />Director Keating advised that the MPO is presently going for a consultant selection <br />for the long-range transportation plan since a major update needs to be done and in effect by <br />January 1, 2001. That consultant could also look at this aspect if the Board concurred with <br />the time frame. He also pointed out that the ELMS nickel has to be used only for <br />transportation improvements that are in the capital improvements element of the <br />Comprehensive Plan. <br />Vice Chairman Adams asked if they could to go the ninth cent, and Director Keating <br />advised that was possible and would generate about $477,000 which does not need to be <br />shared with the municipalities. <br />Chairman. Macht asked the Commissioners to bear in mind that our taxes are already <br />higher than other counties and the extra cent means a lot to people who are struggling <br />because there is a cumulative impact on those folks. Also, he disliked using a funding <br />mechanism the County may very badly need to use in the future and thought it advisable to <br />keep that 9' cent in reserve. <br />Commissioner Tippin indicated he would support the motion only with the <br />understanding that use of the ELMS tax will be added to the consultant's study for the MPO. <br />The Chairman CALLED THE QUESTION and the motion <br />carried unanimously.
