BOOK 109 r.1ur. 3,1 <br />Policy 14.3 <br />Staff has revised the third criterion of policy 14.3. The revision to this criterion clarifies that not <br />only the future land use map, but any portion of the comprehensive plan may be amended based on <br />a substantial change in circumstances. This criterion further states that for future land use map <br />amendments, the substantial change in circumstances must affect the subject property. <br />is 14.3: Indian River County shall approve plan amendments only upon a showing that one <br />following criteria has been met: <br />• The proposed amendment will correct an oversight in the approved plan. <br />• The proposed amendment will correct a mistake in the approved plan. <br />• For Future Land Use Map amendments, the proposed amendment is warranted based on a. <br />substantial change in circumstances affecting the subject property. <br />• For Future Land Use Map amendments, the proposed amendment involves a swap or <br />reconfiguration of land use designations at separate sites and, that that swap or <br />reconfiguration will not increase the overall land use density or intensity depicted on the <br />Future Land Use Map. <br />Action: REVISE POLICY <br />Policyl4.1: Indian River County shall approve plan amendments only upon a showing that one <br />the following criteria has been met: <br />• The proposed amendment will correct an oversight in the approved plan. <br />• The proposed amendment will correct a mistake in the approved plan. <br />• For Fulme i6end Use Map amendm The proposed amendment is wan -anted based on a <br />substantial change in circumstances For Future . nd Tee <br />Man amendments- the change in circumstances must affect the c_nhiect g om eriv�, <br />• For Future Land Use Map amendments, the proposed amendment involves a swap or <br />reconfiguration of land use designations at separate sites and, that that swap or <br />reconfiguration will not increase the overall land use density or intensity depicted on the <br />Future Land Use Map. <br />Policy 7.3 <br />Policy 7.3 is being revised by deleting the word "type." By deleting that word, the policy becomes <br />more definitive in describing who shall be allowed to use park areas provided that all of the <br />conditions are met. <br />POLICY 73_ The county shall allow private leisure and recreation type groups to use park <br />and preclude use of those areas for recreation programs and activities provided that the folk <br />conditions are met: <br />► The area of the park to be used must not currently be in use by the general public or <br />designated for future use on the park master plan; <br />► A lease specifying duration of use, characteristics of use, insurance requirements, <br />other applicable conditions must be executed by the Board of Coi <br />Commissioners; <br />► A site plan or temporary use permit must be approved by the planning department; <br />Any improvements made to the leased site must be done and paid for by the <br />with the improvements reverting to the county when the lease expires. <br />Proposed Action: REVISE POLICY <br />POLICY 7-3- The county shall allow private leisure and recreation4yp& groups to use park areas <br />and preclude use of those areas for recreation programs and activities provided that the following <br />conditions are met: <br />The area of the park to be used must not currently be in use by the general public <br />designated for future use on the park master plan; <br />A lease specifying duration of use, characteristics of use, insurance requirements, <br />other applicable conditions must be executed -by the Board of Coi <br />Commissioners, <br />MAY 189 1999 <br />s <br />-32- <br />0 <br />
