i 4; 1 �i <br />BOOK o 9; �AGr -J ; <br />Peter Robinson, President of Laurel Homes, 315 Greytwig Road, and Chairman of <br />the PSAC, felt that "urban sprawl" is all in the eye of the beholder. He also noted that the <br />PSAC felt that Policy 5.8 negates Policy 5.4. <br />Bob Swift, 6450 Glendale Road, a member of the PSAC, commented that he lives on <br />6.5 acres and leases a portion of his property to Sunrise Apiary which has 1500 bee hives <br />on the property. This is an example of an active agricultural operation on a small tract of <br />land. Down the road from his property, Glendale Farms has a hydroponic operation on 8 <br />acres. He also noted that in the past he has had to destroy one of his horses because he was <br />not able to keep her behind his house where he could have watched her and possibly <br />prevented some injury. <br />The Chairman asked if anyone else wished to be heard regarding this matter. There <br />being none, the Chairman closed the public hearing. <br />Commissioner Ginn questioned whether, under the present regulations, this project <br />would be accepted immediately adjacent to the USA, and County Attorney Vitunac <br />responded that it would not. <br />MOTION WAS MADE by Commissioner Tippin, <br />SECONDED by Commissioner Adams that the <br />Board approve the request to amend Policy 5.8 as <br />proposed by the applicant. <br />CommissionerAdams commented thatthe clusteringrestrictions workedfine on a40 - <br />acre project but would not work nearly as well on a 100 -acre project with golf courses, <br />hiking trails, etc. She felt that filling in the middle is not the American way and is not what <br />was originally intended by the restrictions. She believed that either the policy should be <br />changed to allow this project or the interpretation of "clustering" should be amended. She <br />preferred altering the interpretation of the requirement. <br />Commissioner Stanbridge felt the policy should be re-examined. <br />Commissioner Ginn felt the discussion centered on a textual change to the <br />Comprehensive Plan, not a specific agricultural planned development, and stated that she <br />was committed to upholding the Comprehensive_ Plan.
