INDIAN RIVER COMMUNITY COLLEGE - REQUEST <br />FOR WESTERLY EXTENSION TO COLLEGE LANE IN LIEU OF <br />SECOND STORMWATER POND - RICHARDSON CENTER <br />BUILDING <br />The Board reviewed a Memorandum of May 11, 1999: <br />TO: James E. Chandler, <br />County Administrator <br />FROM: James W. Davis, P.E., <br />Public Works Director <br />SUBJECT: Request by Indian River Community College (IRCC) for Westerly <br />Extension to College Lane <br />REF. LETTERS Dr. Edwin R. Massey, President of IRCC to Jim Davis dated <br />April 26, 1999 <br />DATE: May 11, 1999 <br />DESCRIPTION AND CONDITIONS <br />Prior to construction commencing on the Kings Highway Widening and <br />College Lane projects, the County and IRCC entered into an <br />agreement for the construction of two stormwater/borrow pit ponds <br />on IRCC property. One pond has been constructed for County <br />Stormwater needs, however, due to unsuitable soil conditions in the <br />area, construction of the second pond for project fill and IRCC <br />stormwater needs is undesirable and has been eliminated from the <br />contract by the County. By deleting the pond, the County has <br />deleted $89,700 from County obligations under the County/IRCC <br />agreement. <br />At this time, IRCC has acquired the approximately 100 acre Bayer <br />property west of the original campus and is planning to construct <br />a new business development training and conference center to be <br />called The Richardson Center Building. It will be located <br />southwest of the current terminus of College Lane. The Community <br />College is requesting that the County fund the extension of College <br />Lane to serve the new building as a substitute improvement to <br />constructing the second stormwater pond included in the County/IRCC <br />agreement. <br />ALTERNATIVES AND ANALYSIS <br />Under the current County/IRCC agreement, IRCC is owed a comparable <br />improvement to the second stormwater pond. The alternatives <br />presented are as follows: <br />Alternative No. 1 <br />Approve allocating not -to -exceed $89,700 from the <br />Secondary Road Improvement Fund (Fund 109) for <br />construction of a south-westerly extension of College <br />Lane to the proposed Richardson Center Building. <br />Alternative No. 2 <br />Deny the IRCC request. <br />MAY 189 1999 <br />-61- F�q;t x f <br />EOOK <br />
