Commissioner Ginn MOVED that the policy be maintained as it presently exists. <br />Chairman Macht ruled that Commissioner Ginn's MOTION DIED FOR LACK OF <br />A SECOND. <br />Commissioner Ginn noted that any recommendation coming before her without <br />adequate backup receives an automatic "no", and County Attorney Vitunac assured her that <br />more backup will be included in the future. <br />ON MOTION by Commissioner Adams, <br />SECONDED by Commissioner Stanbridge, the <br />Board, by a 3-1 vote (Commissioner Tippin being <br />absent and Commissioner Ginn being opposed) <br />agreed to amend the March 7, 1995 policy to allow <br />staffto prepare proposed resolutions at the request of <br />individual Commissioners, as recommended by staff. <br />13.A.3. CHAIRMAN KENNETH R. MRCHT - DISCUSSION OF <br />THE GREAT "TURKEY" MASSACRE (GOVERNOR <br />BUSH VETOES LOCAL ITEMS FROM THE BUDGET) <br />Chairman Macht expressed his distress with the Governor for not returning monies <br />to the public from whence they came. He felt that the Governor's rationale that these are <br />"turkeys" would be more acceptable if this were a deficit year, but the Legislature has raised <br />more than was budgeted and the overage should be returned to the taxpayers and projects <br />which would benefit the County. The Governor participated in a rally to retain the Dodgers <br />in Vero Beach and then vetoed the funds, stating there was no state-wide impact. The <br />Dodgers are a major industry in our County and there will be considerable impact from their <br />loss. He asked for permission to send a letter to the Governor expressing his shock over the <br />veto of so important a matter without the courtesy of a call to the Board to let them know his <br />plans. He felt this action showed a contempt for local government. <br />Commissioner Ginn applauded the Governor's actions and noted that he is a fiscal <br />conservative, as she is also. <br />Chairman Macht commented that the funds are not the Governor's money but <br />surpluses which belong in the County that provided the funds. <br />JUNE 19 1999 <br />-53- , <br />B00K J09 <br />
