CHAIRMAN KENNETH R MRCHT - RESOLUTION <br />PREPARATION POLICY (MOVED FROM ITEM 7.D.,) <br />The Board reviewed a Memorandum of May 25, 1999 with excerpt from approved <br />Minutes of the Board Meeting of March 7, 1995: <br />TO: Board of County Commissioners <br />CC�S� <br />FROM: Charles P. Vitunac, County Attorney <br />DATE: May 25,1999 <br />RE: Resolution Preparation Policy <br />On March 7,1995, the Board adopted a policy by consensus (copy attached) that <br />the County Attorney's Office should not prepare resolutions at the request of an <br />individual member of the public or of an Individual County Commissioner. Since <br />that time there have been occasions when having a proposed resolution in the <br />back up would assist individual Commissioners In explaining the matter to the <br />full Board. It would be helpful to us in complying with these requests If the <br />Board would' modify the policy to allow our office to assist Individual <br />Commissioners in preparing these resolutions, while keeping the prohibition for <br />dealing with requests from individual private citizens. <br />Staff Recommendation: Recommend that the March 7, 1995 policy, as attached, <br />be amended to allow staff to prepare proposed resolutions at the request of <br />Individual Commissioners. <br />Excerpt from approved Minutes of the Board of <br />County Commissioners' Meeting March 7, 1995 <br />Under discussion, Commissioner Bird stated he had a problem <br />with a member of the public coming to our County Attorney's Office <br />and having the resolution prepared before the Board had an <br />opportunity to discuss it. He also had a problem with a <br />Commissioner.going and requesting the same. He would like to make <br />it a policy that in the future the Attorney's Office not draw up a <br />resolution until the matter goes before the Board and they direct <br />it. <br />Commissioner Eggert assumed it would be alright if it'comes <br />from a committee, and Commissioner Bird responded affirmatively. <br />Consensus was reached on Commissioner Bird's directive to <br />staff not to prepare a resolution at the request of a member of the <br />public or R Commissioner. <br />JUNE 1, 1999 <br />. -52- • <br />
