She urged the Board to vote in favor <br />of the request. <br />Commissioner Adams raised several concerns such as parking spaces, fencing, crowd <br />control, and emergency vehicle ingress and egress. She had no problem with the event but <br />wanted details regarding the concerns and risk factors. <br />Commissioner Ginn felt the event should be taken to Riverside Park and could not <br />support the request. <br />After further discussion, it was determined that a tentative approval could be given <br />pending receipt of further information. <br />ON MOTION by - Commissioner Adams; - <br />SECONDED by Commissioner Stanbridge, the <br />Board, by a 4-1 vote (Commissioner Grin opposed) <br />tentatively approved the Exchange Club's request for <br />the use of the Courthouse Parking Garage for a Jazz, <br />Blues and Swing Fest with the condition that the - <br />Exchange Club bring back a site plan, information <br />on capacity, control and fencing. <br />11.E. FLORIDA RETIREMENT SAVINGS <br />FROM: Joseph A. Baird <br />The Florida Retirement rates were reduced effective July 1, 1999. The Board of County <br />Commissioners had requested that staff calculate the retirement savings for the 1998/99 <br />fiscal year and use the tax savings to offset the ad valorem -taxes in the 1999/2000 fiscal <br />year. Based on the Commissioner's request, the Budget Office wrote the Constitutional <br />Officers requesting they reduce their current year budget (1998/99) so the savings could <br />be used as Cash Forward Revenue in the next fiscal year (1999/2000). A letter was not <br />sent to the Tax Collector since he is a fee officer and receives funding based on a <br />percentage of ad valorem tax collections under state law. <br />JULY 69 1999 <br />
