BOOK PAGE., <br />Vice Chairman Adams disagreed calling it a little refinement, not the brakes. <br />Commissioner Stanbridge suggested they go forward with these three which will give <br />them more experience and then they can re-evaluate the PD regulations based on what they <br />have seen. They will have more background regarding desired changes. <br />Commissioner Ginn was agreeable to move forward with that understanding. <br />Chairman Macht understood the Commissioners wanted to proceed with the three <br />hearings and suggested each one make their notes on what they want changed. <br />11. C.1. EXCHANGE CLUB -USE OF PARKING GARAGE FOR A <br />JAZZ, BLUES AND SWING FEST ON NOVEMBER 6, 1999 continued <br />from meeting of 7/6/991 <br />General Services Director Tom Frame reviewed the additional information in his <br />memorandum of July 12, 1999 to which were attached drawings and plans he had received <br />from the Exchange Club. The Board had requested additional' at the last meeting <br />about the site plan, fencing, security issues, numbers of attendees, and related concerns. He <br />subsequently met with Mrs. Nancy Richards of the Exchange Club and Emergency Services <br />Director Doug Wright whose department has reviewed the layout and determined that 3,800 <br />people could actually be on the top floor of the garage. Director Frame was concerned about <br />the use of the structure by that many people. He thought a review by a structural engineer <br />was appropriate to assure that undue stress would not be dynamic on that building. With <br />respect to the fencing, he recommended using the plastic -type barricade fencing (6' high) like <br />that used at construction sites. He was not convinced a chain link fence was the right way <br />to go because of attachment problems. He also thought there needed to be some type of <br />crowd control plan and was not sure the County should design it. He believed the Exchange <br />Club should provide that plan for review and acceptance by Emergency Services. <br />Commissioner Ginn and Chairman Macht believed people on top of the garage would <br />not have greater weight that automobiles. <br />Nancy Richards thanked stafffor their help, specifically Directors Frame and Wright <br />and Fire Chief John King, and the speed with which they set up a meeting. She agreed with <br />Director Frame's suggestions and concerns and will talk with the engineer of the building <br />regarding weight limits. She understood -that moving weight was different from stationary <br />weight. She felt that 3,800 people would not be a comfortable number up there. She has <br />July 13, 1999 <br />
