A major backer of Sunfest has expressed a desire to support <br />the event on a continuing basis. One of the club's members in the construction business will <br />help regarding the fencing. Other groups also want to help overcome any problems. Shead <br />an appointment with a fencing company coming up to get their recommendation if necessary. <br />She thought either Emergency Services or the Red Cross could help with an evacuation plan. <br />Vice Chairman Adams was still concerned about a crowd control plan, and Mrs. <br />Richards stated the plan was to use a "clicker" at the ingress/ticket spot to keep an accurate <br />count of those entering the concert. This was recommended by Emergency Services. <br />Chairman Macht was pleased to hear the plans to ticket people since that is a control <br />mechanism. <br />There was a brief discussion about how much weight the top floor would handle in <br />terms ofpeople versus automobiles and itwas determined an engineer should determine how <br />much weight could be safely accommodated. <br />Commissioner Stanbridge inquired if the openings on the second floor had been <br />considered. Mrs. Richards has looked at that area and thought the same fencing could be <br />used. The concern was that people would sit on the walls on the second floor. Mrs. <br />Richards planned to use the second floor for concessions and toilet facilities and some <br />parking and reserve the first floor for parking. Chairman Macht believed law enforcement <br />could enforce those concerns. Mrs. Richards expected to have at least 4 police officers in <br />attendance for crowd control. <br />Commissioner Ginn had some concerns as to whether the plastic fencing would be <br />sufficient and Director Frame explained the key is to secure people away from the wall. <br />Frank Coffey, 88 Cache Cay, hoped the Exchange Club would provide millions of <br />dollars of liability insurance because of lawsuits and large monetary awards and hoped the <br />County and City and taxpayers would not be held responsible in case someone gets hurt. <br />Commissioner Ginn advised she could not support the motion because she felt the <br />event belonged in the park.
