COMMISSIONER GINN - ADVISORY COMMITTEE FOR <br />COUNTY ADMINISTRATION BUILDING <br />Commissioner Ginn wanted to put into action by a motion the establishment of an <br />advisory committee for the County Administration Building as discussed at their last <br />meeting. The matter could come back in a couple of weeks, and in the meantime the <br />Commissioners could submit their ideas in writing as to direction and number of appointees. <br />The other Commissioners understood that they had actually decided to form a <br />committee at the last meeting and just the specifics need to be addressed. It is not, however, <br />a high priority at this time because of other pressing matters. <br />There was CONSENSUS to bring the matter back after the budget process has been <br />completed. <br />13A L COMMISSIONER STANBRIDGE - MITIGATION PLAN OF <br />HORSE'S HEAD, LTD. FOR HOLE -IN -THE -WALL ISLAND - ST. <br />JOHNS RIVER WATER MANAGEMENT DISTRICT (OLD WINTER <br />BEACH BRIDGE ROAD) AND LOST TREE ISLAND CONCERNS - <br />SOVEREIGNTY LAND APPLICATION - U.S. COAST GUARD <br />Commissioner Stanbridge stated her concerns about the mitigation plan that Horse's <br />Head, Ltd has proposed for the roadbed on Hole -in -the Wall Island which she believed was <br />on the agenda of the Governing Board of the SJRWMD meeting in Palatka. She pointed out <br />the roadbed on the Island is not only an environmental concern, but it also involves County <br />property. She asked County Attorney Vitunac for an update of the investigation being done <br />by his office. <br />County Attorney Vitunac recounted the ownership history of the road and roadbed <br />that was originally claimed by the County in 1923 by posting and viewing. It was a County <br />Road until 1941 when a Special Act of the State named it a state road Shortly thereafter, the <br />bridge burned down and it was lost to history as far as a paper trail. The next action was in <br />1959 when the County, by formal resolution, advertised and abandoned all County roads in <br />that area. Based on that, Horse's Head, Ltd. claims title to the road and Hole -in -the -Wall <br />Island and is attempting to use it for mitigation value. Horse's Head was unaware of the <br />1941 deed which made it a State road. He and Assistant County Attorney Terrence P. <br />O'Brien have been working for two weeks and have not found any document taking the road <br />from the Stette and making it a County Road The best they can guess is the road remained <br />a State Road for 40 years and was out of everyone's mind because the bridges were burned <br />July 13, 1999 <br />78 <br />
