• <br />When people talked about Old Winter Beach Road, they were talking about the roads on the <br />mainland. Therefore, when the County abandoned all County Roads in 1959, it -did not <br />abandon the road on Hole -in -the -Wall Island. He told all this to the SJRWMD attorney last <br />night, she was unimpressed. It did not matter to her whether it was a State Road or not, the <br />Governing Board liked the idea of opening it up (for water retention). <br />In response to Chairman Macht's request for a meaning of "opening it up", County <br />Attorney Vitunac stated they wanted to breach the road so it would not act as a dyke for <br />internal water retention. <br />Commissioner Stanbridge strongly advocated the retention of this roadbed, not based <br />solely on its history, but for its legitimate position in long-range planning because the County <br />still has bridgeheads on both sides of the river which may need to be used in the future. <br />Chairman Macht submitted it also should be noted that Horse's Head, Ltd. is an <br />associate or successor to Lost Tree Village Corporation. He continued that it is also very <br />interesting and disquieting that Governor Jeb Bush's appointment to the Board of Directors <br />of SJRWMD is an engineer who either worked for them (HHL or LTVC) or was a <br />consultant. <br />Vice Chairman Adams inquired whether anyone had spoken with Henry Dean, the <br />Executive Director of the SJRWMD about these concerns. <br />Commissioner Stanbridge had not because she was trying to learn if they had pulled <br />the item from their agenda. If so, she felt it would stay off the agenda until the legal question <br />is resolved. <br />Chairman Macht asked if the Murphy Act would produce a strong enough question <br />to do that. <br />County Attorney Vitunac responded that was not the concern of the SJRWMD. He <br />wanted to FAX a letter to them before 1 p.m. saying that we claim the County still has title <br />to that road and Horse's Head does not have a right to that road. <br />Vice Chairman Adams thought if there is a concern about an unethical relationship <br />of one of their governing members, it needed to be stated in the letter to be faxed so it would <br />be out on the table. <br />Commissioner Stanbridge cautioned that even if the person in question abstained, <br />the vote would be very hard to undo. <br />County Attorney Vitunac suggested that he and Commissioner Stanbridge call Mr. <br />Dean at the conclusion of the meeting. <br />July 13, 1999 <br />79 <br />BOOK iU PAGE - <br />• <br />J <br />
