BOOK FACE <br />Agricultural Buffer: While the site has remnant grove adjacent to it, those groves are <br />not active. Therefore, an agricultural buffer is not required. <br />The Planning and Zoning Commission recommended that a condition be added that requires <br />a Type "B" buffer with a 6 opaque feature along the site's Indian River Boulevard frontage. <br />Such buffering was determined to be appropriate based on proposed net densities and <br />existing projects in the area that front Indian River Boulevard Staff concurs with this <br />condition and has incorporated it into the recommendation at the end of this report <br />18. Waivers: The applicant is not seeking any waivers for the multi -family portion of the <br />project. Surrounding Land Use and Zoning: <br />North: RM-6/Old Groves <br />South: RM-6/41st Street, Old Groves <br />Fast: RM -6, RS-6/Old Groves, Indian River Blvd <br />West: RM-6/Old Groves <br />Based on the analysis, staff recommends that the Board of County Commissioners grant special <br />exception use and conceptual plan approval with the following conditions: <br />a. Prior to PD plan release, the applicant shall submit and obtain planning staff <br />approval of revised landscape plans that provide a Type "B" buffer with a 6 <br />opaque feature along the site's Indian River Boulevard frontage. <br />b. Prior to the issuance of a certificate of completion for the single-family <br />portion of the development, the 4181 Street sidewalk shall either be built or <br />bonded -out. <br />C. Prior to the issuance of a certificate of occupancy for the multi -family portion <br />of the project, the Type "C" buffer shall be completed where the recreation <br />facility for the multi -family portion is looted adjacent to the project site's <br />south property line. <br />d Prior to issues of a certificate of occupancy for the multi -family portion of <br />the project, the Type "B" buffer with a 6 opaque feature along the site's <br />Indian River Boulevard frontage shall be completed <br />JULY 20,1999 <br />3s <br />9 0 <br />
