• <br />Planning Director Stan Boling reviewed the project. <br />Commissioner Ginn questioned the location and construction of garages. <br />Director Boling noted that staff has no requirements in terms of type of garages. <br />There will be some covered and some open parking. He suggested that the developer <br />respond to the questions. <br />Joe Captec, project engineer, stated there will be 7 garage buildings which willmatch <br />the buildings around the perimeter. There is one garage per building and the spaces will be <br />rented to the owners. <br />Commissioner Ginn also questioned where children will play, and Director Boling <br />noted there will be a clubhouse and pool, together with a pedestrian system throughout the <br />project. There are large green spaces incorporated in the plan. <br />Commissioner Ginn asked aboutprovisions to keep the pond inpristine condition, and <br />Director Boling stated there will be 2 fountains in the lake. <br />Commissioner Ginn felt we also need rules and regulations on chemical treatment and <br />upkeep on ponds and lakes, and Commissioner Adams felt that stormwater development <br />regulations would take care of those matters. <br />Mr. Captec stated that they have documents that address stormwater regulations and <br />are providing a lot of amenities for the people. The lakes will be maintained and they have <br />provided lots of green space for the residents. <br />Attorney Bruce Barkett, for the applicant, noted that St. Johns River Water <br />Management District requires homeowners' associations to maintain stormwater facilities. <br />That is a condition of the permit. <br />Commissioner Ginn questioned where the garages are located in the single-family 58 <br />foot lots, and Mr. Captec stated that 16 -foot garage doors are planned for each home. <br />Commissioner Ginn expressed a desire to see how the garages look, and <br />Commissioner Tippin felt the Board is getting beyond its purview. He believed it is not the <br />County's business to regulate what garages look like. <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter. <br />Attorney Bruce Barkett, representing the applicant, noted that the applicant has <br />reviewed the conditions and is in agreement. <br />.JULY 209 1999 <br />J� <br />-39- BOOK J PAGE 87 <br />
