I <br />BOOK �.� PAGE d d'a <br />Ray Scent, 1615 71'a Court, charged the Board with the health, safety and welfare <br />of the County's citizens and suggested an alternate ingress and egress in case of an <br />emergency. He felt that was lacking in the plans. <br />The Chairman asked if anyone else wished to be heard in this matter. There being <br />none, the Chairman closed the public hearing. <br />ON MOTION by Commissioner Tippin, <br />SECONDED by Commissioner Stanbridge, the <br />Board, by a 4-1 vote (Commissioner Ginn opposed), <br />granted special exception use and conceptual plan <br />approval to Indian River Courts Limited Partnership <br />for a single and multi -family development with the <br />conditions that: (a) prior to PD plan release, the <br />applicant shall submit and obtain planning staff <br />approval of revised landscape plans that provide a <br />Type `B" buffer with a 6 -foot opaque feature along <br />the site's Indian River Boulevard frontage; (b) prior <br />to the issuance of a certificate of completion for the <br />single-family portion of the development, the 41' <br />Street sidewalk shall either be built or bonded out; <br />(c) prior to the issuance of a certificate of occupancy <br />for the multi -family portion of the project, the Type <br />"C" buffer shall be completed where the recreation <br />facility for the multi -family portion is located <br />adjacent to the project site's south property line; and <br />(d) prior to issuance of a certificate of occupancy for <br />the multi -family portion of the project, the Type `B" <br />buffer with a 6 -foot opaque feature along the site's <br />Indian River Boulevard frontage shall be completed; <br />- all as recommended by staff. <br />JULY 209 1999 <br />-40- <br />• 0 <br />
