Cownteadve Ptah Future Land Use Element <br />10. The project shall be designed as a compact or clustered development. Projects may include <br />the following mix of uses occurring together in close proximity. <br />• single-family residential, <br />• accessory dwelling units, <br />• multiple -family residential, <br />• commercial and work place, <br />• civic and cultural, and <br />• open space. <br />11. The following ratios shall apply to land uses within the project: <br />L Community open spaces open to the public, such as squares, plazas, or parks, shall <br />comprise a minimum of 5% of the total project area <br />b. Civic uses, such as post offices, churches, community centers, meeting halls, schools, <br />day care centers and cultural facilities shall comprise a minimum of 1% of the total <br />Project area. <br />C. Residential tees shall comprise a minimum of 5001a and a maximum of 80% of the <br />total non -conservation and non-agricultural project area <br />d. Commercial and office uses located on residentially or agriculturally designated land <br />shall not exceed 10% of the total land area designated on the land use plan as <br />residential and agricultural. <br />12. The vertical mixing of uses is allowed and strongly encouraged around designated town <br />centers, main streets, mixed-use centers, and central squares and greens. <br />renters (J ocua of Community Activitvl <br />13. Each project must have at least one public square, town center, or mixed use area within a <br />%. mile walking distance from 50'/0 of the project's residential units and within h mile <br />walking distance from 75% of the project's residential units. <br />14. To accommodate increased pedestrian use, 50% of sidewalks in public squares, town centers, <br />or mixed use areas shall have a minimum unobstructed width (clear and passable for <br />pedestrians) of at last seven feet. <br />15. On -street parking shall be allowed within public squares, town centers, or mixed use areas. <br />16. Off-street parking lots within public squares, town centers, or mixed use areas shall be <br />provided only at the rear of buildings. <br />17. The center shall accommodate space for a transit stop and a civic building. <br />18. Project edges located outside the Urban Service Area shall be established and designed for <br />environmental, agricultural, recreational, or other open space uses. <br />Public Buildings <br />19. Public buildings, such as schools, churches, post offices, and community centers, shall be <br />provided in prominent, accessible Dations within the project. Such locations generally are <br />at the termination of streets, the perimeter of the neighborhood center, or the frontage along <br />a designated main street of a neighborhood or adjacent thoroughfare plan road. <br />Policy 192: The county shall provide incentives to develop Traditional Neighborhood Design <br />projects within the urban service area. Those incentives shall include, but not be limited to, the <br />following: <br />• 100/6 density bonus for TND projects located entirely within the urban service area; <br />• reduced building setback requirements; <br />• reduced lot size requirements; <br />• increased maximum impervious surface limits for individual lots; <br />• reduced right-of-way and travel lane widths; <br />• reduced corner radii requirements; and <br />• reduced off-street parking requirements. <br />JULY 209 1999 <br />-59- BOOK .
