They <br />also were unhappy about it because the money does not go where the State says it will go. <br />Mr. DeBlois estimated the annual increase for the majority ofboats would be between <br />$1.75 and $10, more for the larger boats. <br />Chairman Macht speculated that if the County assumes part of the cost of executing <br />that responsibility, the State is unlikely to do what they need to do. <br />Commissioner Ginn wanted the Board's direction to take the recommendation to <br />MANWAC. <br />Mr. Moody believed that no one on the committee was totally against supporting the <br />Indian River County Sheriff's Office and their Marine Unit. Their position, he explained, <br />was that, due to the change in the State's agency (Florida Game and Freshwater Fish <br />Commission, now the Florida Fish and Wildlife Conservation Commission), this is a good <br />time to go to them for what is owed us. He agreed with Vice Chairman Adams' point that <br />it will not happen quickly. <br />Vice Chairman Adams still thought the best enforcement is always local, especially <br />because we know they will be here and not sent somewhere else on a special assignment. <br />Commissioner Stanbridge believed the County should work directly with the agency <br />and try to encourage them to provide officers to our county if they are available. We can use <br />the leverage that we could contribute some local funds if we see that they are willing to come <br />forth with some officers. <br />Vice Chairman Adams pointed out the other issue to address aggressively is the <br />education issue. She thought the kiosk was a good idea and the educational information and <br />chart or maybe an attention -getting sign on entering the county is the answer. <br />Commissioner Ginn stated that MANWAC will do it if so directed by the Board. <br />Chairman Macht asked the County Attorney to investigate our local options. <br />In response to an inquiry, Mr. DeBlois advised that the brochures were funded by a <br />grant a couple of years ago. There was a good supply which was distributed through marine - <br />related places. Policy 3.5 requires that by 2000 all rental vessels have boating safety and <br />manatee information displayed onboard. <br />Deputy Chuck Kirby, Sheriff s Office Marine Division, advised that he carries the <br />waterproof maps onboard his patrol boat which are given to a boat operator anytime one is <br />stopped in a manatee zone. He advised that the Sheriff's Dept. had recently co hosted a safe - <br />boating class (40 attended) with the Coast Guard Auxiliary.
