BOOK ho rn ; ".3 -„1y <br />Discussion ensued about the grid and buffering plants. <br />Commissioner Tippin then suggested that Confederate jasmine would grow rapidly <br />on a chain link fence. It would need to be trimmed once a year. <br />Discussion was held concerning the possibilities of the college changing their plan, <br />and Community Development Director Bob Keating stressed that IRCC does not have to go <br />through the County for approval; however, they are coordinating with the County. <br />Commissioner Stanbridge reiterated her point about the grid and stated further that <br />College Lane really is not a public road. Eliminating the grid had been a suggested <br />compromise in another neighborhood issue before them. <br />Commissioner Ginn reminded her that the road was still offset with the drainage canal <br />and bridge. <br />Chairman Macht recalled that IRCC will be building a Library. <br />Ms. Larkin believed 39 feet was not a lot of room for an adequate buffer. They <br />would like the fence at the side of road to have a guard rail and a more gentle curve. The <br />owners would be thrilled with a buffer such as the one for John's Island. <br />In response to Commissioner Ginn's inquiries, Ms. Thompson advised the fence <br />would be on the right-of-way line/utilities easement. Under the new college plan, they are <br />talking about changing the curve which should help some of the headlight problems. <br />Louis Schwartz, 1807 Sixty Oaks, believed the residents' concerns had been ignored <br />and complained about the noise because College Lane was built so close to Sixty Oaks. He <br />believed it was a disgrace that IRCC was not responsible to the County for this project and <br />hoped that the Board would do something to alleviate the problems. <br />Judith Lennox, 1826 Sixty Oaks, believed the homeowners should have been <br />apprized of the college's plans much earlier in the process. Many of the residents are senior <br />citizens and are frightened. She urged the Board to change the road somehow. <br />MOTION WAS MADE by Commissioner Ginn, SECONDED <br />BY Commissioner Stanbridge, to instruct staffto work with the <br />property owners, to install chain link fencing with an adequate <br />buffer, and guardrails at the curve. <br />Vice Chairman Adams recommended that staff take advantage of Commissioner <br />Tippin's landscaping knowledge. <br />AUGUST 17,1999 <br />52 <br />
