• <br />• <br />ON MOTION by Commissioner Adams, SECONDED BY <br />Commissioner Ginn, based on the testimony and whathad come <br />before the Commissioners, the Board unanimously made a <br />finding that the Planning and Zoning Commission's decision did <br />not fail any of the areas outlined in LDR Section 902.07, and <br />denied the appeal and upheld the PZC's decision that <br />preliminary plat approval and the land developer permit for Oak <br />Terrace Phase 2 had expired and that re-application for <br />preliminaryplat and land developmentpermit (orpermitwaiver) <br />for Oak Terrace Phase 2 is required. <br />Commissioner Ginn complimented staff had on an excellent job. <br />11A EXPEND REMAINING FUNDS IN FY 1999 STATE AND <br />LOCAL ASSISTANCE AGREEMENT (SLA) GRANT TO IMPROVE <br />AND EXPAND THE EMERGENCY MANAGEMENT PROGRAM WITH <br />OPERATING AND CAPITAL EQUIPMENT <br />The Board reviewed a Memorandum of August 10, 1999: <br />TO: Honorable Board of County Commissioners <br />THROUGH: Douglas Wright, Director <br />Department of Emergencyervices <br />. C. <br />FROM: Nathan McCollum, Emergency Management Coordinator <br />Department of Emergency Services <br />DATE: August 10, 1999 <br />SUBJECT: Approval of the Expenditure of Remaining Funds in the FY 99 State and Local <br />Assistance Agreement (SLA) Grant to Improve and Expand the Emergency <br />Management Program <br />Annually, the Department of Community Affairs, Division of Emergency Management administers <br />the State and Local Assistance Grant Agreements (SLA) with each Florida.. county following <br />authorization and funding provided by the Federal Emergency Management Agency (FEMA). These <br />funds are used to enhance and improve emergency management mitigation, planning, response and <br />recovery for Indian River County. <br />On January 19, 1999, the Board approved participation in the FY 1998-99 SLA Grant Agreement <br />and funding allocated to Indian River County in the amount of $32,456.
