retained in a contingency account for later allocation in the current fiscal year for program <br />enhancements as recommended by staff and approved by the Board. <br />In order to continue providing a strong Emergency Management program in Indian River County, <br />staff proposes the following grant expenditures utilizing the remaining funds prior received and <br />presently on deposit with the County: <br />1. Allocate $7,000 for the purchase of five replacement computers which meet the county <br />Computer Services Division minimum workstation requirements and are Y2K compliant. <br />Two of the five computers will exceed the minimum county requirements with the <br />appropriate hard drive space, memory, and CPU to adequately support the software which <br />is required for a number of federal, state, local, and CAD programs. This purchase of this <br />equipment has been coordinated with the Office of Management and Budget Computer <br />Services Division. <br />2. Allocate $4,000 for the purchase and installation of hurricane window protection in certain <br />areas of the Sebastian River High School which is used as the County Special Needs Shelter <br />to protect vital patient care areas during hurricanes or other crisis events. The protection will <br />be provided by clear polycarbonate -Miami Dade wind load (145mph) rated panels. Clear <br />polycarbonate panels are recommended by staff in order to allow natural light into the patient <br />care areas. <br />3. Allocate $3,500 for the purchase of an automatic external defibrillator (AED) for use in the <br />Emergency Operations Center and the County Administration Building. During <br />emergencies, the Emergency Operations Center may be activated for extended periods. The <br />AED allows for quick lifesaving action should a heart attack occur during EOC operations <br />or during normal business hours within the County Administration Building. Staff <br />recommends that the purchase of this item be from established AED vendors utilized by the <br />Emergency Medical Services Division in order to be standardized equipment as well as <br />consistent with maintenance and supply items now in inventory. <br />4. Allocate $3,031 for the purchase of blankets for the Special Needs Shelter. Currently, just <br />under 600 citizens are registered for the Special Needs Disaster Shelter and this purchase will <br />provide an adequate number of blankets to accommodate the anticipated volume of patients. <br />5. Allocate $1,200 for the purchase of ArcView mapping computer software. This software is <br />necessary for mitigation and recovery planning. This software is also required in order to <br />utilize the State Division of Emergency Management's "The Arbiter Of Storms" (TAOS) <br />mapping and damage assessment software. <br />6. Allocate $1,000 for the purchase of a multi -task, heavy duty fax machine. This fax machine <br />is a replacement and will be used for crisis event information and notification for many <br />agencies and organizations along with everyday office duties and have "blast fax capability" <br />for heavy use during times of Emeigency Operations Center activation. <br />7. Allocate $500 for the purchase of a large room conference call phone. This phone will be <br />used during Emergency Operations Center activation for conference type calls involving a <br />number of people at one time with adjacent counties, regional areas, state and federal <br />agencies, as well as the National Tropical Weather Predication Center and National Weather <br />offices. This special speaker phone allows for conference call capability in a large room <br />setting using normal voice and volume for participation by a group number of people. <br />AUGUST 17, 1999 <br />62 <br />
