L_J <br />RECOMMENDATION: <br />Staffrecommends approval of purchases totaling $20,231 for the above operating/capital equipment <br />from the remaining unallocated funds from the State and Local Assistance Agreement Grant funds <br />provided by FEMA through DCA for the purpose of improving and expanding the County <br />Emergency Management Program. <br />MOTION WAS <br />MADE by <br />Vice <br />Chairman Adams, <br />SECONDED BY <br />Commissioner <br />Ginn, <br />to approve staff's <br />recommendation. <br />Under discussion, Commissioner Stanbridge noted that #5 of the seven allocations in <br />the memorandum is for mapping software. She requested that the GIS mapping be centrally <br />located and suggested perhaps it could be a job for Administrator Chandler's (to-be- <br />hired/budgeted-for) assistant. <br />The Chairman CALLED THE QUESTION and the motion <br />carried unanimously. <br />11.C.1. CONSIDERATION OF SALE OF TWO SURPLUS LOTS IN <br />FELLSMERE TO ADJACENT PROPERTY OWNER <br />The Board reviewed a Memorandum of August 11, 1999: <br />Date: August 11, 1999 <br />To: The Honorable Board of County Commissioners <br />Thru: James E. Frame, Generpl Services Director a �• <br />Subject: Surplus Lots - Fellsmere <br />BACKGROUND: <br />Currently, the County owns two lots in Fellsmere. The legal descriptions of the properties are Lots 11 & <br />12, Block 80 Town of Fellsmere. The County obtained these lots in 1972, due to delinquent taxes. Each <br />lot is 25 feet by 125 feet. <br />Mr. James Godfrey along with his son is an adjacent owner. He inquired into the possibility of acquiring <br />the lots. As a result, I reviewed the matter with the County Attorney's office relative to options should the <br />Board desire to liquidate the lots. Will Collins issued a memorandum outlining those basic options. The <br />County could opt to sell the property by offering them to the highest and best bidder following a prescribed <br />notice. A second method the County could choose would be to effect a private sale when the property is <br />valued at $5,000 or less.
