r T <br />10 <br />Mr. Godfrey has offered $1,400 for the two lots. I subsequently advised Mr. Godfrey that I was consulting <br />with the County Attorney's office as how to best dispose of the lots. <br />ANALYSIS: <br />The lots are currently carried on the tax roll with a value of $2,760, which is almost twice the value offered <br />by Mr. Godfrey. I subsequently went to Fellsmere and drove up North Hickory Street where the lots are <br />located. They were occupied by debris and other items and appeared to be of minimal value to any other <br />party. <br />Notices were sent out to all county departments to see if any usage could be made ojthe lots internally. No <br />department expressed any need for the lots. Community Development referenced the requirement within <br />the County's Affordable Housing Incentive Plan to notify various profit and non-profit organizations <br />involved with affordable housing projects. A check was made with the permitting authorities in the City of <br />Fellsmere. Fellsmere building officials advised me that the city would not issue a building permit on a <br />parcel only fifty feet in width. Since the two lots combined cannot receive building permits, there is no <br />need to circulate to the various affordable housing organizations advising of the availability of the two lots. <br />Due to the physical condition of the property and the inability to build on them as an individual building <br />site, it appears to be in the best public interest to consider authorize a private sale. The Board should sell <br />the lots to Mr. Godfrey for the $1,400 offered following the procedure as outlined by attorney Will Collins. <br />RECOMMENDATION: <br />Declare Lots 11 and 12, Block 80 Town of Fellsmere as surplus property and authorize a private sale of <br />such property to Mr. James Godfrey, provided that no more ihan one party desires to obtain the subject <br />property. If there is more than one party desiring to purchase the property, authorise staff to accept sealed <br />bids for the property. Authorize the Chairman to execute a quit claim deed to the property. <br />ON MOTION by Commissioner Adams, SECONDED BY <br />Commissioner Ginn, the Board unanimously TABLED the item <br />for at least two weeks as it had not been put out for bid; and, <br />further, to allow time to determine if the City of Fellsmere has <br />any interest. <br />11.C.2.
