At that time analysis concluded that it would be feasible for the Department to <br />reduce operating costs by contracting with Avatar Utility Services, Inc. to assume the meter reading <br />responsiibdity This contract is presently in force. In a continuing effort to reduce operating costs and <br />increase customer service, the Department has begun to analyze other areas of its administration and <br />operations. : One such area is the independent telephone system currently being used by the <br />Department. A subsequent future agenda item will discuss this in more detail. A more pressing area <br />identified, however, was the utility billing function. <br />The Department currently performs all facets of the billing function: downloading meter readings from <br />the handheld reading equipment; processing the downloaded information; printing the actual bills; <br />stuffing and metering the marling envelopes; and transport of the packaged bills to the Post Office with <br />the required postal forms prepared. Our analysis has focused on where and how a reduction in <br />operating costs and improved customer service could be achieved in this process. <br />AUGUST 17, 1999 <br />0 <br />0 <br />
