.4-6. <br />FROM: Stan Boling, AICP <br />Planning Director <br />DATE: August 25, 1999 <br />SUBJECT: Onsite Management Group's Request for Planned Development (PD) Special <br />Exception Use and Preliminary PD Plan/Plat Approval for a Project to be <br />Known as Arbor Trace <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of September 7, 1999. <br />Triad International Consultants, LLC, on behalf of Onsite Management Group, is requesting planned <br />development (PD) special exception use and preliminary PD plan/plat approval for a project to be <br />known as "Arbor Trace". The site is located on the west side of 43"' Avenue, between 5'l Street SW <br />and 91 Street SW (Oslo Road). The applicant is requesting PD approval to obtain waivers <br />(reductions) for certain required minimum setbacks and certain required minimum comer lot widths. <br />The project proposes 151 single-family detached homes on individual lots, all of which meet or <br />exceed the RS -3 zoning district minimum lot size standards (12,000 sq. ft.). <br />This PD application supercedes a preliminary plat application for development on the same site for <br />a project known as "Oak Trace". That preliminary plat application, now nullified, proposed 24 lots <br />on the subject site and was approved by the Planning and Zoning Commission at its November 12, <br />1998 meeting. <br />• PD Project Process <br />The process involved in review and approval of the subject PD application is as follows: <br />Approval Needed Reviewing Body <br />1. Conceptual Plan/Special Exception PZC & BCC <br />2. Preliminary PD Plan/Plat PZC <br />3. Land Development Permit (LDP) or Waiver Staff <br />4. Final PD (plat) BCC <br />The applicant is now requesting approval of the first two steps. If approved by the Board of County <br />Commissioners, the applicant will need to obtain from public works an LDP or LDP waiver for <br />required PD improvements. <br />• Planning and Zoning Commission Action <br />At its meeting of August 12, 1999, the Planning and Zoning Commission considered both the special <br />exception use and preliminary PD plan/plat requests. The commission voted 4-0 (1 abstention) to <br />recommend that the Board of County Commissioners approve the PD special exception use request <br />with conditions (see attachment #5). The Commission also voted 4-0 to grant preliminary PD <br />plan/plat approval for the project, subject to Board approval of the PD special exception use request. <br />SEPTEMBER 7, 1999 <br />45 <br />
