BOOK PAGE <br />At its August 121 meeting, the Commission added two approval conditions to those recommended <br />by staff. One of these additional conditions would require the developer to provide a southbound <br />right -turn lane at the project's 43rdAvenue entrance. A second additional condition recommended <br />by the Commission is to require larger lots with a flexible configuration in the northeast comer of <br />the site. <br />The two additional conditions recommended by the Commission are included in the recommendation <br />at the end of this report <br />1. Size of PD Area: 71.92 acres <br />Note. The 71.92 acre figure is the project size after dedication of right-of-way for Oslo Road <br />and 431d Avenue. <br />2. Zoning Classification: RS -3, Residential Single -Family up to 3 units/acre <br />3. Land Use Designation: L-1, Low Density Residential 1 up to 3 units/acre <br />4. Phasing: The project is proposed to be constructed in two phases. Phase I will consist of the <br />south 1,400' of the overall project site and will include the project's main entrance on 431 <br />Avenue. Phase 11 will cover the north 1,100' of the overall site and will include the project's <br />secondary entrance, which connects to 5h Street SW Each phase can "stand on its own" in <br />regard to access, stormwater management, density, open space, and recreation area. <br />5. Density: Overall Site: Maximum Allowed: 3 units/acre (215 units) <br />Proposed: 2.06 units/acre (148 units) <br />By Phase: Phase I (88 units on 40.74 acres): 2.16 units/acre <br />Phase H (60 units on 31.18 acres): 1.92 units/acre <br />Note: Densities are based upon the 71.92 post -dedication project area. <br />6. Open Space: Required: 40% (28.77 acres) <br />Provided: 44.4% (31.95 acres) <br />Note: Includes minimum of 40% open space on each lot, common green areas and recreation <br />tracts, pedestrian ways, and credit as provided for in the LDRs for 8.63 acres of lake area <br />(total lake area is 8.73 acres). <br />7. Recreation Area and Pedestrian Improvements: The proposed project satisfies the PD <br />ordinance recreation area and pedestrian system requirements as follows: <br />Required Recreation Area: 1.77 acres <br />Provided Recreation Area: 2.32 acres (includes recreation/park tracts and pedestrian <br />systems) <br />The recreation/park tracts are all connected to the project's proposed internal pedestrian <br />system. <br />The PD plan proposes an internal pedestrian system consisting of a 5' wide sidewalk along <br />one side of the overall project's internal "loop" roadway and the project's internal east/west <br />SEPTEMBER 7, 1999 <br />
