BOOK J Fr$Ut 9 y <br />Use Element Policy 1.11 states that these residential uses must be located within the urban service <br />area <br />Since the subject property is located within an area designated as L-2 on the county's future land use <br />plan map and is located within the county's urban service area, and the proposed zoning district <br />would allow residential uses no greater than the 6 units/acre permitted by the L-2 designation, the <br />proposed request is consistent with Policies 1.11 and 1.12. <br />Future Land Use Element Objective 4 <br />Future Land Use Element Objective 4 states that the county will reduce the number and length of <br />trips on county roads. <br />The site is located near several employment centers along 9`' Street, SW, and 27" Avenue. Many <br />people who work in those employment centers live in moderately -priced, multiple -family housing. <br />The RM -6 zoning district is intended for such uses. Therefore, the proposed rezoning will increase <br />the opportunity for people who work in those areas to live near their jobs, thus reducing the length <br />of their trips to and from work. For this reason, the request implements Future Land Use Element <br />Objective 4. <br />Future Land Use Element Objective 5 and Policy 5.3 <br />This objective and policy indicate that the county shall allow and encourage a variety of housing <br />styles, including multiple -family. By allowing multiple -family development on the subject property, <br />the request implements Future Land Use Element Objective 4 and Policy 5.3. <br />As part of its consistency analysis, staff compared the proposed request to all the objectives and <br />policies in the plan and found no conflicts. Therefore, the request is consistent with the <br />comprehensive plan. <br />The following factors generally indicate that the subject property is appropriate for multiple -family <br />development: <br />• the site is adjacent to a major road, and new a major intersection; <br />• the site is adjacent to a mobile home park; <br />• the site is adjacent to an existing multiple -family zoning district; and <br />• the site is near commercially zoned land. <br />The following factors indicate that potential impacts on surrounding property could be mitigated: <br />• Public right-of-way separates land to the west and south from the subject property. On the <br />west, 27th Avenue has 80 feet of public road right-of-way. On the south, 90 feet of road and <br />canal right-of-way separate the subject property from property in the Oslo Park subdivision. <br />• Setbacks provide an additional 45 to 50 feet of separation between buildings on the site and <br />buildings on surrounding property. County land development regulations require multiple - <br />family developments to provide trees and hedges along thoroughfare plan roads (such as 13'' <br />Street, SW and 27h Avenue) and vegetative buffers and opaque features where they abut <br />single-family zoning districts. <br />SEPTEMBER 7, 1999 <br />
