• Multiple -family projects must go through the site planning process. Through that process <br />potential impacts can often be mitigated by site design such as the placement of buildings, <br />parking areas, open space, stormwater management areas, and landscaping. <br />For these reasons, staff feels the requested zoning district would be compatible with adjacent <br />residential development. <br />Environmental protection regulations for the subject property are the same under both the existing <br />RS -6 and the requested RM -6 zoning districts. In either case, the county's 10115% set aside <br />requirement applies to any native upland plant communities on site. If an environmental survey <br />determines that wetlands exist on the site, federal, state and local wetland protection regulations <br />apply. If the environmental survey indicates that listed species live on the site, federal and state <br />regulations apply. For these reasons, no adverse environmental impacts associated with this request <br />are anticipated. <br />Based on the analysis, staff has determined that the requested zoning district is compatible with <br />surrounding areas, is consistent with the comprehensive plan, meets all concurrency criteria, will <br />have no negative impacts on environmental quality, and meets all applicable rezoning criteria. Most <br />importantly, the subject property is located in an area deemed suited for multiple -family residential <br />uses. For these reasons, staff supports the request. <br />Based on the analysis, staff and the Planning and Zoning Commission recommend that the Board <br />of County Commissioners approve this request to rezone the subject property from RS -6 to RM -6 <br />by adopting the attached ordinance. <br />ATTACIFAMNTS <br />1. He recommended the Board approve <br />the request by adopting the ordinance. <br />Commissioner Stanbridge inquired about the RS -6 parcel (now a grove) to the north <br />of the subject property. <br />Director Keating advised that the property is currently vacant.
