Chandler <br />County Administrator <br />HEAD CONCURRENCE: <br />Community Development <br />FROM: Stan Boling AICP <br />Planning Director <br />DATE: August 23, 1999 <br />SUBJECT: Roseland United Methodist Church Request for Special Exception Use <br />Approval for a Building Addition <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of September 7, 1999. <br />DESCRIPTION & CONDITIONS: <br />Architect John Dean, on behalf of Roseland United Methodist Church, has requested minor site plan <br />and special exception use approval for a 3,580 sq. & building addition to the existing Roseland <br />United Methodist Church main building located at 12962 Roseland Road, between 129` Court and <br />129' Place. The proposed use is for church classroom and office area; no daycare or school use is <br />proposed. Because the site is zoned single-family residential, and the proposed addition exceeds <br />10% of the existing church floor area, special exception use approval is required for the project. <br />Staff has reviewed and approved the minor site plan application for this project, subject to the Board <br />of County Commissioners granting special exception use approval. Therefore, the minor site plan <br />approval will become effective upon approval of the special exception use request. <br />At this time, the Board of County Commissioners is to approve, approve with conditions, or deny <br />the request to expand the special exception use. Pursuant to section 971.05 of the land development <br />regulations (LDRs), the Board is to consider the appropriateness of the requested use for the subject <br />site and surrounding area and ensure compliance with applicable specific land use criteria for places <br />of worship. The Board may attach reasonable conditions and safeguards necessary to mitigate <br />impacts and to ensure compatibility of the use with the surrounding area. <br />SEPTEMBER 7, 1999 <br />70 <br />
