• <br />• <br />Planning and Zoning Commission Action <br />At its regular meeting of August 12, 1999, the Planning and Zoning Commission voted 5-0 to <br />recommend that the Board of County Commissioners approve the special exception request (see <br />attachment #4). <br />1. Area of Development: 39,600 sq. ft. <br />2. Zoning Classification: RS -3, Residential Single -Family up to 3 units/acre <br />3. Land Use Designation: L-2, Low Density Residential 2, up to 6 units/acre <br />4. Building Floor Area: Existing: 10,852 sq. ft. <br />Proposed 3.580 sq. ft. (classrooms and office) <br />Total: 14,432 sq. ft. <br />Note: The 3,580 sq. ft. of additional building area will consist of 1,912 sq. ft. of added <br />building area plus 1,668 sq. ft. of existing porch/corridor area that will be enclosed. <br />5. Other Improvements: In addition to the building addition, a small, secured (walled -oft) <br />outdoor playground area will be constructed. <br />6. Open Space: Required: 40% <br />Provided: 57% <br />7. New Impervious Surface Area: 1,912 sq. ft. <br />8. Off -Street Parking: Because no increase in sanctuary area or sanctuary seating is proposed, <br />no additional parking spaces are required. All existing parking spaces will remain, including <br />the main parking lot located on the south side of Roseland Road. <br />9. Stormwater Management: The site's existing stormwater management system will handle <br />the proposed small increase in impervious surface area. Public Works has no objection to <br />site plan approval. <br />10. Utilities: The site is currently served by county water and a septic system, and will continue <br />to be so served after project completion. County Utility Services has no objection to site plan <br />approval. Project construction will include relocation of the septic system and a grease trap, <br />which must be permitted through the Environmental Health Department. Subject to that <br />permitting, Environmental Health has no objection to site plan approval. <br />11. Landscape Plan: Along the portion of the project construction area that fronts Roseland <br />Road, landscape improvements (understory trees and shrubs installed in a planter) will be <br />added to the site's existing canopy trees. These improvements will satisfy Chapter 926 and <br />971 landscape requirements as applied to the project area of development. - <br />12. Traffic: It is estimated that the proposed project will result in only a small traffic increase. <br />Therefore, no off-site traffic improvements are required. Also, no changes in parking or <br />traffic circulation are proposed, and none are required.
