BACKGROUND: <br />On May 4, 1999 the Board of County Commissioners held its second of two public hearings on a <br />set of proposed LDR amendments. Those amendments included proposed changes to the Wabasso <br />Corridor Plan requirements and allowances for "private piers" designed for non -boating uses. At the <br />May 41' hearing, the Board tabled adoption of the Wabasso Corridor Plan and private piers <br />amendments so that these proposals could be workshopped and then brought back to the Board. <br />Recently, these proposals were workshopped and staff is now requesting that the Board schedule a <br />public hearing at which it will consider adoption of proposed LDR amendments related to these two <br />proposals. <br />ALYSIS: <br />■ Wabasso Corridor Plan Requirements <br />On May 4,1999, the Board of County Commissioners held its second public hearing on a set of land <br />development regulation (LDR) amendments that included proposed changes to the Wabasso Corridor <br />Plan requirements (see attachment #1). The proposed changes had originated from several Wabasso <br />Corridor Plan Task Force workshops and had been reviewed by the Professional Services Advisory <br />Committee (PSAC) and the Planning and Zoning Commission (PZC). At its May 46 meeting, the <br />Board directed staff to hold a public workshop to get input from Wabasso area residents and to report <br />back to the Board with recommendations (see attachment #2). <br />On August 23, 1999, staff held a 6:30 pm public workshop in Wabasso at the Environmental <br />Learning Center. Prior to the workshop, staff sent to area property owners and residents a letter that <br />contained a meeting notice and a summary of the proposed LDR changes. The August 23 d <br />workshop was attended by approximately 55 citizens and two Commissioners, and included an <br />opening staff presentation and an extensive question and answer period. General input from the <br />workshop is presented in the attached meeting summary (see attachment # 3). <br />At the end of the workshop, there appeared to be general support for the proposed LDR amendments, <br />and some support for developing higher standards and/or greater restrictions within the corridor for <br />CR 510 properties located east of US 1. In staffs opinion, the August 231d workshop helped to <br />verify that there is general support for the proposed LDR amendments, especially since those <br />amendments would address some concerns expressed about current allowances. There seem to be <br />strong opinions but no consensus on developing stricter standards along CR 510 east of US 1. <br />■ Private Piers <br />Private observation/fishing piers <br />On May 4, 1999, at the second of two advertised public hearings on proposed LDR amendments, the <br />Board directed staff to hold a workshop on the issue of "private piers" and report back to the Board <br />(see attached minutes). <br />On August 27, 1999, staff held a public workshop on private piers. At the workshop, after a <br />discussion of concerns expressed at the May 4' Board hearing, there was a consensus among <br />workshop attendees for the County to revise the LDRs to distinguish private observation/fishing <br />piers from boat docks, and to allow such piers in the unincorporated county, subject to the following <br />conditions: <br />SEPTEMBER 7,1999 <br />77 <br />
