Mr. Collins addressed the Board as a representative of the Sanderling Homeowners <br />Association. He had also spoken with and guessed he was representing the Disney Resort, <br />12 property owners in Ambersand, Sea Oaks, Town of Orchid, Orchid Development <br />Company, and Windsor Development Company. He stated that north county beaches have <br />received the worst erosion ever from Hurricane Floyd. Ten feet of his 30' dune was gone <br />along with his beach stairs and it just dropped straight down. He stated it was a critical <br />situation and that emergency was what brought him to the Board, he appreciated being put <br />on the agenda. He described what would happen to the beaches if nothing were done and <br />requested the Board grant permission for beach scraping at the homeowners' expense. He <br />asked that the County cooperate and do the same for the County's public beaches. The <br />homeowners intended to work very closely with the County's Coastal Engineer Jeff Tabar <br />to ensure the privilege is not abused. <br />Administrator Chandler stated that staff could work with the homeowners. He <br />reported that Coastal Engineer Jeffrey R Tabar has been in contact with the Federal <br />Emergency Management Agency (FEMA) in terms of the requirements of various agencies. <br />Vice Chairman Adams stressed that now is the opportune time to reclaim the dune <br />sand on the beach before it is totally lost. The private property owners have a quicker <br />response time and the ability to get it done much faster that the County. Supporting Mr. <br />Collins' request was not a problem from her standpoint and she believed the State had issued <br />an emergency declaration for the whole coastline for emergency measures that need to be <br />done to protect property and the shoreline. She wanted to see the County join with the <br />property owners to be able to reclaim sand at Wabasso Beach.
