Vice Chairman Adams questioned the need for a bid on Alternate 2 (road -striping and <br />thermoplasting) and pointed out that the County has that ability in-house. She suggested it <br />be done in-house. She further suggested that the County purchase the materials in order to <br />save the sales tax on same which, if agreed by the Board, she thought would negate the need <br />for Alternate 1, then that would make the low bidder Sheltra & Son Construction. Sheltra <br />would still be the low bidder if the County did not purchase the materials under Alternate 1. <br />All the work in this bid was for earthwork and was consuming a lot of the funds available <br />for the entire project. She felt comers needed to be cut wherever possible. <br />Project Engineer Sean McGuire stated that Alternate 1 included labor charges for the <br />installation of the mitered ends at the end of all the culvert pipes. <br />Vice Chairman Adams advised that even with adding the entire amount of Alternate <br />1 to both the Sheltra base bid and the Felix base bid, Sheltra's bid was still the lowest <br />($659,492.48 versus $660,147.70). <br />Commissioner Stanbridge stated that she could not support Felix because of the code <br />violation they have in the county. <br />ON MOTION by Commissioner Adams, SECONDED BY <br />Commissioner Stanbridge, the Board unanimously awarded Bid <br />#9068 to Sheltra & Son Construction for the base bid of <br />$652,122.48 plus the labor portion of the Alternate 1 bid with <br />the caveat that the materials be purchased by the County and <br />that work under Alternate 2 be done in-house. <br />CONTRACT DOCUMENTS AND SPECIFICATIONS ARE ON FILE <br />IN THE OFFICE OF THE CLERK TO THE BOARD <br />SEPTEMBER 21,1999 <br />54 <br />
