Public Works Director Jim Davis noted that representatives fromthe State Department <br />of Environmental Protection and County Coastal Engineer Jeff Tabar had traversed the <br />County's beaches from south to north and met with private property owners. The DEP is <br />honoring most scraping permits and the turtle people are being cooperative. No active turtle <br />nests have been found in those areas. Local contractors are beginning to mobilize and have <br />requested the use of Wabasso Beach Park for access, which staff has approved with the <br />condition that each contractor build his own access. FEMA has indicated that they will be <br />able to provide up to 75% of the funding for the sand at Wabasso Beach Park. <br />Responding to questioning about the Gerstner seawall, Commissioner Adams advised <br />that the State has taken the position that Gerstner will have to wait for approval of the <br />Habitat Conservation Plan, move the wall, or sue. <br />Commissioner Ginn expressed her concern with the conditions given to Gerstner and <br />stated that she intended to continue to pursue a resolution. <br />Director Davis noted that County staff has not taken an active role in the Gerstner <br />matter. The seawall permits issued by the County and the State were very clear as to the <br />location of the wall. <br />ON MOTION by Commissioner Adams, <br />SECONDED by Commissioner Tippin, the Board <br />unanimously approved restoration of critically <br />eroded County Park Beaches and approved the <br />emergency purchase orders for (1) beach compatible <br />sand purchase from Fisher & Sons or Saw Mill <br />Ridge; (2) equipment rental for sand placement from <br />Neff Equipment, West Palm Beach; and (3) post - <br />storm beach profile survey of the entire county <br />coastline by Morgan & Eklund Surveyors; all as <br />recommended by staff. <br />SEPTEMBER 28, 1999 <br />-142- <br />
