UW -97 -16 -DS <br />BACKGROUND <br />On September 29, 1995, Indian River County entered into an inter -local agreement with the City of <br />Sebastian to assume ownership of the City's water distribution and wastewater collection system. <br />As part of the contract, the County agreed to expand the water distribution system into the <br />Sebastian Highlands Subdivision through a three -phased construction project. The first phase was <br />designed, surveyed and inspected by the City's designated engineering firm, Masteller and Moler, <br />Inc., for a fee of $261,215.00. The second and third phases will be designed and inspected by the <br />Department of Utility Services engineering staff. Phase 2 is underway and approximately one-half <br />complete. <br />On December 18, 1996 the Board of County Commissioner's approved a continuing services <br />contract with Masteller, Moler and Reed, Inc., Carter Associates, Inc. and Kimbley Horn for <br />surveys exceeding $10,000.00 (see attached agenda item and minutes) on a rotating basis. <br />Masteller, Moler and Reed, Inc. fulfilled their contract in Phase 2. As designated by the Board of <br />County Commissioners, Carter Associates, Inc. is the second firm in the order of selection under <br />this contract. Staff is now ready to proceed with design and is requesting authorization for Carter <br />Associates, Inc. to survey the project and provide a base map through the continuing services <br />contract. <br />SEPTEMBER 28,1999 <br />-143- „ . f� <br />• <br />
