RESOLUTION NO. 99-110 - FELLSMERE ROAD (CR 512) <br />BIKE PATH ffffiLOW STREET TO MYRTLE STREET) - LOCAL <br />AGENCY AGREEMENT WITH DEPARTMENT OF <br />TRANSPORTATION <br />The Board reviewed a Memorandum of September 15, 1999: <br />TO: <br />James Chandler, County Administrator <br />THROUGH: James W. Davis, P.E., Public Works <br />AND <br />Christopher J. Kafer, Jr., P.E., Count <br />FROM: Robert S. Skok, Civil Engineer 2 <br />SUBJECT: Local Agency Agreement for the Fellsmere Bikepath <br />DATE: September 15, 1999 <br />DESCRIPTION AND CONDITIONS <br />Staff is following guidelines for the comprehensive bike and sidewalk plan in which constructing an <br />eight foot (8) wide concrete bikepath along Fellsmere Road (CR 512) from Willow Street to Myrtle <br />Street. The project provides a link between commercial, residential, recreational, and civic areas in <br />the City of Fellsmere. <br />ANALYSIS <br />Indian River County has adopted a Comprehensive Bikeway and Sidewalk Plan which identifies <br />roadways where bicycle and sidewalk facilities should be provided within the County. The Fellsmere <br />bikepath is on the list of priority projects in the Comprehensive Plan. In 1997, this project was <br />submitted to the Florida Department of Transportation (FDOT) along with seven others. After <br />FDOT District 4 staff review, all projects were found to be eligible for enhancement funding. The <br />FDOT has setup a Local Agency Project (LAP) Agreement in which the Agency (Indian River <br />County) agrees to design and construct an FDOT approved project and the FDOT agrees to <br />reimburse the Agency after its completion. <br />RECOMMENDATIONS <br />Staff recommends the Board approve the attached LAP agreement and authorize the Chairman to <br />execute the same for construction of the Fellsmere Bikepath listed in the Comprehensive Plan. <br />October 5, 1999 <br />49 <br />• <br />G00� j R. <br />
