• <br />• <br />Chip Landers, 180 14'h Avenue, with the new homes division of Coldwell Banker, <br />felt that affordable housing must be provided in this area amd that changing the process <br />because we don't want smaller lots will not solve the problem. The PD process allows for <br />a product that fills a need but the developers need a solid set of rules to go by. <br />Chuck Mechlin, On -Site Management Group, expressed his frustration with trying <br />to do something with land within the existing rules. With a PD, they can sit down with staff <br />and get a project that is appropriate. He suggested a more relaxed atmosphere in which to <br />meet with the Board to go over the rules to avoid having a project denied at the last minute. <br />Craig Fletcher, 2345 Avalon Avenue, Code Enforcement Board for the City of Vero <br />Beach, did not want the Board to give up its control over this process. He did not believe <br />the process should be changed. <br />Pat Brown, 1740 21" Street, felt the neighbors are better protected through this <br />process but did also feel that the developers should be notified earlier if they are on the <br />wrong track. <br />Dave Knight, of Knight & Associates, stated that staff has done a great job in the <br />whole process and they do the best they can to anticipate what the Board wants. He <br />suggested that a closer relationship with staff during the process might alleviate some of the <br />problems. <br />County Attorney Vitunac advised that the PD process is a legislative one, not quasi- <br />judicial.
