RESOLUTION 99-126 - AUTHORIZATION TO SUBMIT <br />EMERGENCY MANAGEMENT PREPAREDNESS AND <br />ASSISTANCE (EWA <br />I COMPETITIVE GRANT <br />APPLICATION FOR WILDFIRE MITIGATION <br />The Board reviewed a Memorandum of November 8, 1999: <br />TO: Honorable Board of County Commissioners <br />THROUGH: James E. Chandler, County Administrator <br />FROM: Doug Wright, Director ,ZS"`" <br />Department of Emergency Services <br />DATE: November 8, 1999 <br />SUBJECT: Authorization to Submit an Emergency Management Preparedness and Assistance <br />(EWA) Competitive Grant Application for Wildfire Mitigation <br />The Florida Department of Community Affairs administers the Emergency Management <br />Preparedness and Assistance (EWA) Competitive Grant Program. The Department is soliciting <br />proposals from interested state or regional agencies, local governments, and private non-profit <br />organizations. The purpose of the grant funds is to support projects that will further state and local <br />emergency management objectives. There are $3,475,030 funds available for this application cycle. <br />The submission deadline for all applicants is Tuesday, November 30, 1999. <br />During the development of the Indian River County Local Mitigation Strategy, the Division of <br />Forestry, along with the Department of Emergency Services, developed a map that shows area of <br />high, moderate, and low risk for wildfires. At the last Working Group meeting the Division of <br />Forestry discussed the issue of prescribed burns since the Division has received $2.5 million from <br />the Legislation during the 1999 session to augment prescribed burns to mitigate the potential of <br />wildfires. <br />If approved by the Board, the availability of the EMPA funds will provide an opportunity to fund <br />the development of a comprehensive wildfire mitigation plan. Staff will be working with <br />representatives of Continental Shelf Associates, Inc., who developed our Local Mitigation Strategy, <br />to prepare the application and develop a scope of work for completion of the plan. According to the <br />FDCA, no county has prepared such a plan; therefore, the Department feels that such a proposal <br />would be extremely competitive. It not only would provide Indian River County with its own <br />countywide wildfire mitigation plan, but would serve as a model for other counties to follow. <br />NOVEMBER 16, 1999 <br />-118- <br />0 <br />
