BOOK ilk. PAGE 403 <br />6. FP&L will provide continuing maintenance for the equipment building and the <br />generator. <br />7. FP&L will pay a one time payment of $5,000 to Indian River County. <br />8. At the end of the ten year period, FP&L will begin paying an annual rental fee that <br />is in effect and applicable to all other Lessees on the tower at that time as approved <br />by the Board. <br />Staff submits that the following benefits to the County would be derived by utilization of the <br />negotiated additions and enhancements. <br />► The new prefabricated equipment building will be on an elevated foundation and <br />hurricane rated for a Category 4 storm. The current equipment building at the Hobart <br />Tower was constructed in early 1985, and does not meet this criteria. <br />► Relocating the county's 800 MHz back up system to a DC powered equipment <br />building provides continuity to the existing county owned trunked radio system. The <br />three (3) other county 800 MHz tower sites utilize this type of DC power battery <br />system. <br />► The Hobart site has experienced several power outages and has had to rely on <br />generator power. By utilizing a DC power battery system, it eliminates power surges <br />and spikes which could damage Indian River County's 15 channel EDACS hot <br />backup 800 MHz Communications System. <br />► The cost of ongoing maintenance and contracts for refueling and servicing the <br />generator will be covered by FP&L. <br />► Relocating the county's 800 MHz back up system provides additional floor space in <br />the existing equipment building for additional rental space. <br />The negotiated lease provides for substantial FP&L expenditures and they are outlined as follows: <br />As noted above, FP&L would incur expenses in the amount of $242,000 for this new building and <br />associated equipment, as well as, the additions and enhancements for Indian River County's EDACS <br />15 channel hot backup Communications System. Indian River County would benefit nearly <br />$171,000 in enhancements to the existing EDACS Communications System.
