C7 <br />Commissioner Adams did not realize the credits could be sold but did understand that <br />the credits are offered to encourage development. <br />Ms. Pepper also had a special market study done for this type of housing in Indian. <br />River County and the study showed the number of units that the market would support per <br />year. She finther explained that the timing is very critical for the project as the applications <br />are due on December 2', 1999. <br />Commissioner Tippin commented that whether you like or don't like affordable <br />housing, you must realize that there are many people in the County who need this type of <br />housing. He has visited several and found that the residents are sheriff's deputies, police <br />officers, teachers and County employees. <br />Craig Fletcher, 2345 Avalon Avenue, reminded the Board that Commissioner Ginn's <br />objection was only to the sequence of events. <br />Guy Barber lives across the street from such a project and objected to the amount of <br />time and money spent by the Sheriff's Department on these projects. <br />Renee Renzi, 340 East Waverly Place, questioned the Escambia County bonds, and <br />Budget Director Baird explained that those bonds and the bonds for this project will come <br />from the same allocation. Martin, St. Lucie, Okeechobee and Indian River Counties are all <br />in the same district and are all competing for the same monies from this allocation.
