Staff would like to proceed rapidly with the corrections that have been identified. We have <br />established an estimated budget of $100,000 to make the necessary corrections. In attempting to <br />minimize the impact to the Board's funds, contact was made with Jean Kline, Health Unit <br />Administrator. She has graciously offered to provide $40,000 from the Health Unit funds to aid <br />in correcting the indoor air quality problems. Additional funding ($60,000) would come from <br />contingencies according to the Budget Office. Finally staff would like the Board's authorization <br />to utilizes the services of Spillis Candela for the mechanical engineer since we have used them <br />in the past and they have been qualified via the Consultants Competitive Negotiation Act. This <br />would eliminate further delay and allow us to address the remedial correction quicker. Bids will <br />still need to be solicited for the contracted work once the construction documents have been <br />completed by the engineer <br />RECOMMENDATION: Authorize staff to proceed with corrections by appropriating $60,000 <br />from contingencies along with the $40,000 from the Health Unit, and authorizing staff to utilize <br />mechanical engineering services via Spillis Candela Partners. <br />MOTIONWAS MADE by CommissionerAdams, SECONDED <br />BY Commissioner Stanbridge, to approve staffs <br />recommendation. <br />Commissioner Ginn preferred to see this item go out for bids especially since there <br />had been some concern as to Spillis Candela Partners on a previous project. <br />General Services Director Thomas W. Frame explained the problem encountered and <br />what has already been done. The County had already retained Spillis Candela and staff <br />asked them to come in to look at the problem at the Health Department and they have made <br />their recommendations. While he understood the concern, if we go out for bid, it will mean <br />having to go through the whole process again. This will expedite it and staff feels it prudent <br />to do so as per the recommendation He noted that the level of design work and cost puts it <br />below the threshold amount required by Florida law to go out for bid, but he looked for <br />direction from the Board as to how to proceed. <br />Commissioner Adams believed that if they delay on this, the problems would <br />compound themselves.
