In addition to the local MOA. each participating state and regional agency that will be reviewing the <br />project must execute a MOA between the OTTED and that state or regional agency. <br />Following are the benefits of participating in the expedited permitting review process: <br />• an economic development incentive to offer new and existing companies; <br />• pre -application meeting with all participating agencies within 14 days of eligibility <br />determination; <br />► identification of all required permits and approvals; <br />► early identification of issues of significant concern which may affect the outcome of <br />the project review; <br />► development of a consolidated time schedule which incorporates all required <br />deadlines, including public meetings and notices; <br />► statement of permitability within 30 days of pre -application meeting; <br />► final agency action within 90 days of complete application; <br />• waiver of twice -a -year limitation on local comprehensive plan amendments: and <br />• exemption of certain new projects from Development of Regional Impact (DRI) <br />review when at or below 100% of numerical thresholds. <br />The following agencies are participating in the expedited permitting process: <br />• Department of Agriculture and Consumer Affairs; <br />► Department of Community Affairs; <br />► Department of Labor and Employment Security; <br />• Department of Transportation: <br />• the Florida Game and Fresh Water Fish Commission. <br />► the Florida Regional Planning Councils: and <br />► the Florida Water Management Districts. <br />As a participant in the expedited permitting process, Indian River County will have to meet the <br />following requirements: <br />► execution of MOA for qualified projects; <br />► participation on a Regional Permit Action Team; <br />attendance at pre -application meetings; <br />identification of specific local permits/ approvals needed for each project. <br />30 day statement of permitability regarding local permitsiapprovals; and <br />90 day time frame for a final decision. <br />Participation in the expedited permitting process will provide other benefits to Indian River County. <br />By participating in the expedited permitting process, Indian River County will have another <br />incentive available to attract new businesses to the county and encourage the expansion of existing <br />businesses. In addition, participating in the expedited permitting process meets the required action <br />of Economic Development Element policy 5.4. which requires the county to ensure that an efficient <br />permitting system exists among all government departments and agencies to facilitate a smooth <br />transition for industries relocating to Indian River County. <br />Issues from 12/14/99 Public Workshop <br />At the December 14" meeting, the Board of County Commissioners had various questions regarding <br />the expedited permitting process.
